This role leads Nesta’s work on Infuse (Innovative Future Services), an ambitious European Social Fund Priority 5 funded initiative to build innovation skills and capacity in public services across the Cardiff Capital Region. Infuse is being delivered by five partners: Monmouthshire County Council (lead), Cardiff Capital Region City Deal, Y Lab, Cardiff University and Nesta. It is funded by European Social Fund through Welsh Government.
Over the next 2 years Infuse aims to ensure that Welsh public services (including the public, private and third sectors that deliver them) are equipped to tackle 2 significant societal challenges that exist now and in the future - decarbonisation, and building supportive communities. We are doing this by taking teams of public servants and their partners through a learning programme to train them in innovation skills, to test great new ideas and to grow the best. The Infuse programme partners are designing and delivering this learning programme, drawing on methods that many public servants do not have easy access to including experimentation, data-enabled decision making and more innovative forms of procurement. By the end of the programme we expect to have tested and scaled a wide range of ideas that will have an impact on areas like household carbon emissions, increasing supply chain opportunities for local business and improved neighbourhood environments.
You will lead our work on Infuse including managing Nesta’s role in the project, our 5 staff who work on it and our relationship with key stakeholders, as well as delivering core elements of the programme yourself.
Work with our partners and support our programme managers to ensure the successful design, setup and delivery of Infuse, ensuring that the programme delivers significant impact across the Cardiff Capital Region and beyond;
Track performance, risks, delivery and finances, ensuring that we meet the programme’s aims and hit our financial targets for match funding.
Work closely with our partners to ensure compliance with our contractual obligations under the terms of our funding;
Act as a spokesperson for the programme, ensuring outputs and key messages reach the right audiences;
Work closely with the partners to define, monitor and ensure impact from the programme is realised, captured and distributed;
Line manage Nesta’s Infuse team, ensuring that their work is delivered to a high standard and that they develop as individuals within their roles
Link learning from the programme with Nesta Cymru’s work on Nesta’s three missions (for example practical work on decarbonisation).
Programme delivery: experience recruiting participants to programmes and leading the delivery of learning events (online and in-person) for cohorts of learners, preferably public sector workers. Experience in multi-partner programme management including building trusted relationships with people at all levels of seniority, managing budgets and performance across multiple delivery partners.
Programme design: knowledge designing learning programmes, including appreciating different pedagogical approaches to training, market testing and iterating, developing appropriate Theory of Change and adjusting plans as cohorts progress.
Coaching and training: ability to build rapport quickly, comprehending the needs of participants and building effective training and support programmes to help them reach their desired goals, using reflective coaching techniques as well as drawing from personal experience supporting innovation to offer advice; experience mentoring innovators and sourcing appropriate external support.
Knowledge: having a demonstrable understanding of how to support public services to develop new innovation skills and capabilities and deploy them in their work. You’ll also be intellectually curious and able to absorb new concepts and new information quickly.
Line Management: experience of managing and developing team members in a high-challenge, high-support culture.
Communications - experience writing and/or commissioning insightful and impactful assets (e.g reports, videos etc) that enable the dissemination of applicable ideas to targeted audiences. Confident presenting insight in public to a broad array of audiences; creating content for third party publications.
Knowledge: knowledge of public services in Wales (inductions can be provided where necessary).
Welsh Language: the ability to communicate fluently in Welsh and training/support will be provided to non-Welsh speakers.
Salary: £56k plus array of benefits, including health cash plans, dental insurance, the ability to buy and sell annual leave, eyecare vouchers and more
Location: When a return to office-based working is appropriate, the role will be based in Nesta Cymru’s Cardiff office. A minimum of 2 days per week is expected in the office with the remainder spent working remotely at home or travelling around Wales to our participants' sites. We welcome flexible working - as well as ample opportunity to work at home we are also open to compressed hours and annualised hours. All Nesta Cymru staff spend an average of 1 day per month in Nesta’s London headquarters to link with the wider organisation. All travel expenses will be covered.
Term: Fixed term contract until end of September 2023
Hours: This is a full-time role but we offer a range of flexible working arrangements and encourage our people to take advantage of them. Many do.
