Is it best for aspiring models to work with a photographer for digitals and shoots to build their portfolio?
will this give a better opportunity to get signed to an agency?

- It can be. A TFP shoot can be useful at any time in a career, not just at the begining. It will absolutely help getting signed to an agency.'Not paid' doesn't mean 'of no value'. If the model and photographer can get something they want out of the shoot then it has value. I would also point out that the best investments are in yourself.All that being said, companies (and people) can take the piss. Its a fine line.
