Applying to jobs that don't sponsor work visas?

This question is for HR / recruiters / other hiring professionals based in the UK. If a job listing says it requires the right to work in the UK, is it still worth applying if you are an international student?

Some institutions support work visas for some positions and not for others, meaning they have the infrastructure in place and (depending on the case) probably the budget, too. Has it ever happened that they decide to support someone's visa upon receiving their application/interviewing them, even if the listing said it wouldn't?
