Can any paid social managers offer some advice as a good starting budget to propose to my client for Instagram and LinkedIn paid ads?

More context: we will be sponsoring 2x IG posts per month and 2x LinkedIn posts, with the goal of increasing followers. Could you advise on a starting budget that won't scare away my client (who doesn't know about social), but will also have a substantial ROI? The industry is quite niche, medical/health/hygiene/safety, and looking towards a UK audience as a starting point, perhaps widening to global if significant ROI can be shown. Any advice would be massively appreciated!
