I've drawn celebrities digitally and plan on selling these as t-shirts. Do I need to consider copyright if I've drawn from a reference?

These will be printed digitally on a t-shirt. I wasn't sure if permission to use an image of a celebrity I've drawn was needed. If so, how do you contact celebrities?

    You face a few issue there. First your creative should have more than 20% different from the reference image so there is no copyright issue with the photographer. For the celebrity itself you need to disclose that it based on a fictional character and any similarity with a real character is just accidental. By this they cannot go after you. Hope it helps.
