- You can use Adobe Photoshop or even Adobe Animate!I think it depends on how simple/complex your animation needs to be

- There's a new comer in the industry called Cavalry https://cavalry.scenegroup.co/ The learning curve is less steeper than the one in AE. Then, its architecture is completely different than AE making this app more agile, modern and most importantly more procedural. I would easily say that it is already better than AE for 2D motion graphic and animation tasks. Give it a try! They have a free version (with watermark and render restrictions) where you can fully use the app
