This session is part of the Design in the Public Sector Final Showcase, a series of three conversations to celebrate the work and achievements of 13 Local Authorities that have been taking innovative approaches to address local climate change challenges.

In this session, Design Council’s Expert Paul Appleby will facilitate a conversation with three councils that participated in this year’s Design in the Public Sector programme to share their journey and learning from this experience. The discussion will explore projects that cover different dimensions of the places we live in from making the case for low carbon housing (Cheshire West and Chester), to developing multi-modal transport hubs (Plymouth City Council) and engaging with businesses to reduce carbon emissions (Ealing Council and Slough Borough Council).

We hope you will be inspired by some of the innovative approaches and interventions developed by the teams on the programme. You’ll leave the event with practical insights and knowledge that can inform and enhance your work in similar areas.

The Design in the Public Sector programme, delivered in partnership with the Local Government Association, supports public sector leaders to explore key challenges affecting their local communities and identify innovative opportunities to deliver positive and sustainable change.

This event is open to professionals working across the public sector and other organisations interested to learn from and connect with other local authorities working to achieve Net Zero.

Paul Appleby, Design Council

Paul advises design and masterplanning teams on the integrated sustainable design of buildings and communities. He has worked in the construction industry as a consultant, lecturer and researcher for 47 years, including 25 years’ consultancy experience running practices specialising in building health and sustainability.

John Green PhD CEng MIET, Low Carbon City Officer, Plymouth City Council

Mobility hubs are being installed across Plymouth, providing 400 e-bikes, car club vehicles, 300 electric vehicle charge points and journey information. These multi-modal transportation hubs will improve connectivity, providing social and business benefits, as well as delivering significant carbon reductions. A Mobility As A Service approach will connect with the public transport network, providing live information on the options available for people to travel without a private car. The initiative has also supported the operation of the first sea-going electric ferry in the UK.

Will Pearson, Climate Change Strategy Manager and Gavin Griffith, Project Delivery Manager, Cheshire West and Chester Council

The project is about reshaping the housing market in Cheshire West, to make low carbon homes the norm to address the housing climate challenge and ultimately help us to reach our ambition to be a carbon neutral borough by 2045. The council aims to lead by example and demonstrate what is possible in terms of bringing forward low carbon developments that deliver inclusive and affordable homes that people want and provide positive social outcomes such as tackling fuel poverty.

Stephanie Anderson, Communication Lead and David Butler, Principal Planning Officer, Cheshire West and Chester Council will be joining Will and Gavin and participating in the discussion.

Charles Campbell, Principal Environment Officer, Slough Borough Council

Creation of an interactive SME carbon reduction toolkit, which will take businesses through the journey of calculating their carbon emissions, action planning how these emissions can be reduced and then support in taking action either through information or signposting to financial support.
